I don't know how to post a PDF, but what I've seen some people do is post a flickr set showing the step by step, which could include a scanned image of the instructions? Then you could post the link to the flickr page, somewhat like the typepad tutorials!
To share a pdf, you could upload it at yousendit.com or some other free file sharing site and then put the link on your blog. Let me know if you have any questions about that process. :)
